Race steward admitted that Vettel was almost handed a race ban.

F1 steward Paul Gutjahr said for Switzerland’s Blick newspaper: "Of course we could have issued a more severe penalty. Like the black flag or a race ban. But Hamilton had no damage and we did not want to influence the world championship too much."

There were quite a lot of calls for a much harder punishment, mostly British motor sport figures and media. Others disagree, like Button who said that "F1 should move on from this" and MotoGP champion Valentino Rossi, who said: "When one driver fights against the other and they are so different, there may always be crashes. Personally I liked it. It's the beauty of the sport."
